The government has published the Interim Chief Construction Adviser's final report and its latest quarterly progress report on Grenfell Tower Inquiry Phase 2 recommendations, with nine more recommendations completed.

Key facts

Background

The Grenfell Tower fire took the lives of 72 people and exposed profound failings in building and fire safety. The Grenfell Tower Inquiry's Phase 2 report made recommendations, and the government publishes regular progress reports on delivering them.

One recommendation was to ensure there is an expert, independent voice informing the government's reforms. Last year the government appointed Thouria Istephan as interim Chief Construction Adviser (CCA). As her term nears its end, she has published a final report reflecting on the past 12 months, and on the challenges and opportunities ahead.

What the reports say

The CCA's report sets out key policy milestones supported by her expertise. These include the Construction Products White Paper, plans to introduce a Single Construction Regulator and the development of a building professions strategy.

The latest quarterly progress report confirms that nine further Inquiry recommendations have been completed since May. That brings the total completed to 30 since February 2025.

The latest updates include:

  • The Building Advisory Committee and Fire Safety Working Group are now fully operational.
  • £13 million is available for UK higher education institutions to help build the next generation of fire engineering professionals.
  • Fire and rescue services have a revised, peer-reviewed London Fire Brigade Operational Learning process, alongside updated national guidance on radio communications, decision making and water supply systems.
  • The Inquiry's recommendation on transparency has been delivered through new dashboards that publicly track progress on accepted recommendations across inquiries, with regular Grenfell progress reports.

Building Safety Minister Baroness Blake said the upcoming Remediation Bill "will ensure landlords deliver on their responsibility to fix unsafe buildings". The government expects the Public Administration and Constitutional Affairs Committee (PACAC) to conclude its work in early 2027.

The government says it continues to work with communities, industry and local authorities on all remaining recommendations.

What this means for people living in or responsible for residential buildings

The reports record progress on building safety reform and signal further measures, including a Remediation Bill and a Single Construction Regulator, described as planned or upcoming. Anyone affected by building safety issues can follow the published progress reports and dashboards to see which recommendations have been completed.
